With reference to your confidential

despatch of December 8th, received today, I have the honour to transmit for your consideration a copy of a letter addressed by H. E. the General Officer Commanding to the War office.

Major General Anderson has on more than one occasion sought an expression of my views in commec- tion with the despatch of troops to China. He of course
fully recognised that my responsibility regarding the
employment of troops wholly ceased once they had left
this Colony, and my concurrence in their despatch was
in point of fact limited to a general review of the
political conditions external, but so near, to the Colony
that they might form a serious danger of which the
General Officer Commanding might not be so fully aware
as myself, together with a full consideration of any
elements of turbulence which might exist in the Colony
itself. Having satisfied myself that from either contin-
Eency the safety of the Colony would not be endangered
by the despatch of the troops, the method and reason
of their employment elsewhere was entirely beyond my
cognizance.
